NOTICE TO BIDDERS
NOTICE IS HEREBY GIVEN: Sealed bids will be received by the City Council of the City of Burlington at the City Hall, 400 Washington St., Burlington, Iowa 52601 before 2:00 p.m. local Iowa time, according to the designated clock in the City Hall, on Tuesday, July 27, 2021 for the 2021 Dankwardt Park Restroom Remodel project. Bids will be publicly opened and read aloud after 2:00 p.m. in the City Council Chambers, City Hall, 400 Washington St., Burlington, Iowa 52601. Consideration of the bids received and the award of contracts or other action may be made by the City Council of the City of Burlington upon the proposals received in accordance with the law and the plans and specifications at its regular meeting anticipated at 5:30 p.m. on August 2, 2021, in the Council Chambers, City Hall, located at 400 Washington St., Burlington, Iowa 52601. The Project consists of limited interior demolition, roof demolition, interior remodeling for two new restrooms, new plumbing, HVAC, and a fully new roof, including its structure as indicated in the drawings. Work on the Project shall commence on August 16, 2021 and shall be substantially complete by November 19, 2021. Bids must be a lump sum basis for a single Combined Construction Contract as described in the specifications. Bidding Documents including Drawings, Project Manual, Addenda, List of Plan Holders, and ultimately Bid Tabulations will be available starting at 2:00 p.m. on July 7, 2021, through City Blue Technologies, 4653 44th Street, Rock Island, IL 61201, 309.277.3000 in digital download format or upon refundable deposit of zero dollars ($0) for each set of documents, as allowed by law. City Blue Technologies requests Contractors order copies from their website prior to pickup. The freight cost for documents that are shipped is non-refundable, or a UPS Account number can be used in place of a check. The website is www.citybluetechnologies.com. Only one complete set of documents may be obtained per party. It is desired to reduce the number of printed sets. The Architect/Engineer invites Contractors to review the project details and digital documents to confirm their interest prior to requesting printed sets. A full paper copy set of plans and specifications will be available starting at 2:00 p.m. on July 7, 2021 for review by prospective bidders by appointment at the offices of Klingner & Associates, P.C., 610 N. 4th Street, Suite 100, Burlington, IA 52601, and at the City Hall, City of Burlington, 400 Washington St., Burlington, Iowa 52601. A pre-bid meeting will be held at the Project site at 704 Dankwardt Drive, Burlington, Iowa on July 15, 2021 at 2:00 p.m. Bidders are strongly encouraged to attend and familiarize themselves with the project site and existing conditions at that time. 001010 NOTICE TO BIDDERS 001010 - 1 July 2021 City of Burlington 2021 Dankwardt Park Restroom Remodel Burlington, Iowa Project No. 21-2068/0924-337 July 2021 Each bid shall be made on a form furnished by the Architect/Engineer and shall be sealed in an envelope. The bid bond/bid security shall be 5% and submitted in a separate envelope. The bidder's security shall be in the form of a cashier's check or a certified check drawn on an FDIC insured bank in Iowa or on an FDIC insured bank chartered under the laws of the United States; or a Bid Bond on AIA A312-2010 with corporate Surety satisfactory to the City Council of City of Burlington. The bid shall contain no condition except as provided in the specifications. Bid security shall be made payable to City of Burlington. The successful Bidder will be required to furnish a Performance Bond and Labor and Material Payment Bond both in an amount equal to one hundred percent (100%) of the total amount payable by the terms of the Contract and in accordance with other requirements outlined in the Bid Documents. These Bonds will be required of the Contractor, within 10 days of issuance of the "Notice of Intent to Award". Should the successful bidder fail or neglect to furnish satisfactory performance/payment bonds, refuse to enter into a Contract on the basis of the bid, or fail to meet the requirements of this Notice and the specifications regulating the award, the bidder's security may be retained as liquidated damages. No bidder may withdraw its bid for a period thirty (30) calendar days after the date and hour set for opening of bids. The City Council may make the contract award to the lowest responsive, responsible bidder meeting specifications. The right is reserved to reject any or all bids, or any part thereof, and to waive informalities as allowed by law, and to enter into such contract or contracts as shall be deemed in the best interests of City of Burlington. Additionally, the City Council reserves the right to reject any and all bids and to not proceed with the project. By virtue of statutory authority, a preference will be given to products and provisions grown and/or produced within the State of Iowa. In accordance with Iowa statutes, a resident bidder shall be allowed a preference as against a nonresident bidder from a state or foreign country if that state or foreign country gives or requires any preference to bidders from that state or foreign country, including but not limited to any preference to bidders, the imposition of any type of labor force preference, or any other form of preferential treatment to bidders or laborers from that state or foreign country. The preference allowed shall be equal to the preference given or required by the state or foreign country in which the nonresident bidder shall apply the same resident labor force preference to a public improvement in this state as would be required in the construction of a public improvement by the state or foreign country in which the nonresident bidder is a resident. All bidders must provide a statement regarding the bidder's resident status. This statement shall be on the Bidder Status Form designated by the Iowa Department of Labor commissioner and available online. The statement must be signed by an authorized representative of the bidder. Failure by any bidder to provide a completed statement included in the envelope containing the bid security may result in the bid being deemed nonresponsive and rejected.
