NOTICE FOR TAKING BIDS
Sealed bids will be received by the City Clerk of the City of Burlington, Iowa at 400 Washington Street, Burlington, Iowa 52601 on March 2, 2021 until 2:00 P.M. for the 2021 Harrison Avenue Reconstruction described in the specifications thereof now on file in the office of the City Clerk of the City of Burlington, Iowa.
Bids will be acted upon by the City Council of the City of Burlington, Iowa at a meeting to be held at the City Hall, Burlington, Iowa, at such later time and place as may be fixed.
Said improvements shall consist generally of the following:
This project aims to replace the pavement on Harrison Avenue from Summer Street to Main Street and portions of 8th Street and Dunham Street – which amounts to 25,022 SY of paving in total. In addition to the pavement improvements, 2,221 SY of sidewalk will be replaced, to bring the project area into conformance with ADA standards. The project also includes a new storm sewer trunk east of Madison that will allow for future sewer separation north of the James Madison School. A detention basin will be constructed to the east of James Madison School to ensure that new storm flows do not negatively affect nearby property owners. Storm improvements will result in the installation of 1344’ of 15” RCP, 1181’ of RCP ranging from 18” to 30”, 1452’ of 36” RCP, 465’ of 42” RCP, and over 31,000 CY of class 10 waste to shape the basin. The engineer’s estimate for this work is $4,250,000.
All work is to be done in accordance with the specifications which are now on file in the office of the City Clerk. Said plans and specifications and the proceedings of the City Council in connection with this proposed improvement are hereby made a part of this notice by reference.
Specifications for private use may be obtained from the City Engineer of the City of Burlington, Iowa.
A non-mandatory virtual prebid meeting will be held on Wednesday, February 17th, at 1:00 pm. During this meeting, the project scope and any pertinent plan modifications will be discussed. The meeting will also allow for bidders to ask questions and request clarifications. Contractor questions regarding the project will not be entertained after 1:00 pm on Thursday, February 25th.

A certified check or bid bond in the amount of 5% of the total bid drawn on a solvent bank, made payable to the City Treasurer, shall be filed with each bid. This check or bond may be cashed and the proceeds retained by the City as liquidated damages if the bidder fails to execute a contract and file an approved bond for the faithful performance thereof within 5 days after the acceptance of the bid.
The successful bidder will be required to furnish a payment and performance bond(s) in an amount equal to One Hundred Percent (100%) of the contract price; said bond(s) to be issued by a responsible surety approved by the City Council, and shall guarantee the faithful performance of the contract and the terms and conditions therein contained, and shall guarantee the prompt payment for all materials and labor, and protect and save harmless the City from all claims and damages of any kind caused by the operations of the contractor. The contractor shall also provide a maintenance bond warranting all workmanship and materials for a period of 2 years from and after the acceptance of the work by the Burlington City Council. The maintenance bond may be provided in the form of a combination performance, payment and maintenance bond or in the form of a separate bond from the payment and performance bond(s) in an amount equal to the contract award.
Each bid shall be made on a form furnished by the City and shall be sealed in an envelope separate from the envelope containing the certified check or bid bond.
Payment for said construction will be made from such funds of the City as may be legally used for such purpose. The City will hold 5% retainage throughout the progression of the project and will be released in accordance with the Iowa Code thirty days following final acceptance of the project.
The late start date for this project shall be April 5, 2021, and shall be completed no later than 150 Working Days.
By virtue of statutory authority a preference will be given to products and provisions grown and coal produced within the State of Iowa, and Iowa domestic labor. The contractor shall pay to all labor employed by him the rate of wages generally prevailing in the City of Burlington at the time the work is performed.
The City reserves the right to waive technicalities and the right to reject any or all proposals or division thereof.
A contract will be awarded by the City to the lowest responsible bidder for division of work desired to be completed.
