General Nature of Public Improvement
Proposed Recreation Trail - Flint River Trail - Phase 1A South- Burlington, Iowa - 2017
The project consists of the following items and approximate quantities: 92 S.Y. of pavement removal; Class 10 excavation; 200 L.F. of 24-inch RCP storm sewer; 2 – SW-402 manhole; 1 – SW-513 manhole; 76 C.Y. of reinforced structural concrete (retaining wall); 744 S.Y. of 5-inch reinforced concrete trail; 90 S.Y. of 8-inch reinforced concrete paving; 295 L.F. of chain link fence, vinyl coated, 4’ tall; erosion control and surface restoration; 480 L.F. of steel safety rail; and miscellaneous appurtenant work usually associated with a trail improvement project.
Time and Place for Filing Sealed Bids and Opening Sealed Bids
Sealed bids for the work comprising each improvement as stated above must be filed before 2:00
P.M. on December 21, 2017, at the Thomas J. Smith Council Chambers at City Hall, 400 Washington Street, Burlington, Iowa. Sealed bids will be opened at 2:00 P.M. on December 21, 2017.
Time and Place Sealed Bids Will Be Considered. Sealed bids will be considered by the City Council during their first meeting in January 2018 in the Thomas J. Smith Council Chambers at City Hall, 400 Washington Street, Burlington, Iowa.
Time for Commencement and Completion of Work. The work under the proposed Contract shall commence upon issuance of the written Notice to Proceed. The proposed trail improvements listed shall be fully completed on or before June 29, 2018. The Bidder agrees to pay as liquidated damages the sum of $500 for each consecutive calendar day after the specified completion date that the project is not fully completed.
Bid Security. Each bidder shall accompany its bid with bid security as defined in Section 26.8 of the Code of Iowa. Bid security shall be 5% of the bid amount.
Contract Documents. Drawings and specifications governing the construction of the proposed improvements have been prepared by French-Reneker-Associates, Inc., Engineers & Surveyors, Fairfield, Iowa. The Contract Documents may be examined at the office of the City Clerk and may be obtained from the City’s website at the following address: www.burlingtoniowa.org/2497/upcoming-lettings.
Preference for Iowa Products and Labor. By virtue of statutory authority, preference will be given to products and provisions grown and coal produced within the State of Iowa, and to Iowa domestic labor, to the extent lawfully required under Iowa statutes.
Sales Tax. Iowa sales tax will not be paid on materials purchased for this project. The City will issue a sales tax exemption certificate.
