NOTICE FOR TAKING BIDS
Sealed bids will be received by the City Clerk of the City of Burlington, Iowa on June 6, 2017 until 2:00 P.M. for the 2017 Erosion Mitigation at Corner of North Street & North 4th Street described in the specifications thereof now on file in the office of the City Clerk of the City of Burlington, Iowa.
Bids will be acted upon by the City Council of the City of Burlington, Iowa at a meeting to be held at the City Hall, Burlington, Iowa, on the day and hour specified, or at such later time and place as may then be fixed.
Said improvements shall consist generally of the following:
This project provides support of an unstable approximately 1H:1V slope along N. 4th St., Burlington, Iowa by designing and installing a permanent soil nail system. The site is located at the corner of North and 4th in Burlington Iowa. The finished soil nail slope shall be located within the current Right-of-Way. The final face of the finished project is anticipated to be returned to a reinforced vegetated slope. This work shall consist of designing and constructing a permanent soil nail stabilization system at the slope locations as indicated in the plans. The soil nail installer shall furnish all labor, signed plans, drawings, design calculations, materials and equipment required to design and construct the soil nail slope in accordance with these specifications and FHWA guidelines. The soil nail installer shall select the drilling method and equipment, final hole diameter(s) and grouting procedures, wire mesh and/or facing type and post tensioning of wire mesh facing. The project includes the removal and replacement of existing sidewalk, railing, railing foundations, and installation of a new storm sewer inlet and 12” galvanized CMP overflow pipe.
All work is to be done in accordance with the specifications which are now on file in the office of the City Clerk. Said plans and specifications and the proceedings of the City Council in connection with this proposed improvement are hereby made a part of this notice by reference.
Specifications for private use may be obtained from the City Engineer of the City of Burlington, Iowa.
There will be a pre-bid meeting held on Wednesday, May 31, 2017 at 2:00 p.m. at the office of Klingner & Associates, 610 North 4th Street (same building as Martini’s), Burlington, Iowa.
A certified check or bid bond in the amount of 5% of the total bid drawn on a solvent bank, made payable to the City Treasurer, shall be filed with each bid. This check or bond may be cashed and the proceeds retained by the City as liquidated damages if the bidder fails to execute a contract and file an approved bond for the faithful performance thereof within 5 days after the acceptance of the bid.
The successful bidder will be required to furnish a payment and performance bond(s) in an amount equal to One Hundred Percent (100%) of the contract price; said bond(s) to be issued by a responsible surety approved by the City Council, and shall guarantee the faithful performance of the contract and the terms and conditions therein contained, and shall guarantee the prompt payment for all materials and labor, and protect and save harmless the City from all claims and damages of any kind caused by the operations of the contractor. The contractor shall also provide a maintenance bond warranting all workmanship and materials for a period of 2 years from and after the acceptance of the work by the Burlington City Council. The maintenance bond may be provided in the form of a combination performance, payment and maintenance bond or in the form of a separate bond from the payment and performance bond(s) in an amount equal to the contract award.
Each bid shall be made on a form furnished by the City and shall be sealed in an envelope separate from the envelope containing the certified check or bid bond.
Payment for said construction will be made from such funds of the City as may be legally used for such purpose.
The late start date for this project shall be July 10, 2017, and shall be completed no later than 45 Working Days.
By virtue of statutory authority a preference will be given to products and provisions grown and coal produced within the State of Iowa, and Iowa domestic labor. The contractor shall pay to all labor employed by him the rate of wages generally prevailing in the City of Burlington at the time the work is performed.
The City reserves the right to waive technicalities and the right to reject any or all proposals or division thereof.
A contract will be awarded by the City to the lowest responsible bidder for division of work desired to be completed.
