2023 Sealcoat Street Resurfacing Project

The Public Works Directors Office announced today, that Porter Brothers the City's contractor for the 2023 Sealcoat Street Resurfacing Project will start work.  The streets that will be affected as the project progresses are as follows:

Flora St. - Osborn St. to Gnahn St.

Elm St - Summer to west end

Caroline St - Mt. Pleasant to north end  

Silverleaf Ave. - Dehner St to Kroeger St.

Barret St - Summer St to 14th St

16th St. - Jackson St. to Barret St.

15th St. - Harrison St. to Barret St.

Blackhawk Blvd. - Madison Ave. to east end

Crapo Dr. - Blackhawk Blvd. to Shoquoquon Dr.

Shoquoquon Dr. - Madison Ave. to 440 feet east

Whittier St - Hedge St to Harrison St

Laurel St - Hedge St to Harrison St

Olive St. - Hedge St to Harrison St

Delmar St - Hedge St to Harrison St

Birdie St. - Ridge Row to Des Moines Ave

Hedge St - Olive St to Summer St

The process that will be used will be as follows:

FULL DEPTH STABILIZATION AND DOUBLE SEAL COAT PROCESS:

First, additional gravel will be laid down on the street. This will be approximately 1" in depth. A spreader will be fed by several dump trucks going through the neighborhood. The street will appear to be a gravel street for a short time. This is usually no more than a day or two.  

Next, will be the stabilization process in which a milling machine will mill the street and additional gravel. The best way to describe this is it will be like a large garden tiller. This machine will mill approximately 5" deep in the street and incorporate an oil-based stabilization agent. Immediately after the milling process, the road surface will be brown and fairly loose, but within several hours the contractor will shape the road surface and compact the roadway to a specified density. 

We then go into a waiting period. This allows the reclaimed material to fully set and gain its strength. The street will appear to look like we're done, but we're not. Timing and duration will be dependent on the weather, but is usually several days.

A coat of oil will be applied prior to the Double Seal Coat. At this time all vehicular and foot traffic will be kept off the street. This material will be sticky and will track and stick on shoes, pet’s paws and vehicles. The tack will remain exposed for approximately 12 to 24 hours before being covered with the double seal coat.  

After the tack has had time to cure, the crew returns and starts the final step. An oil distributor will spray a specified layer coat of asphalt followed by a coating of smaller-sized gravel. This will be done two times. Any excess of gravel will be required to be removed after it has had sufficient time to become incorporated with the oil layers. 

The streets will be posted for no parking during the construction period. The equipment is large and will require adequate space to maneuver. We also ask that you do not remove any of the signs. If there is going to be a substantial amount of time that the contractor is not working, we will request the contractor to revise or cover the signs.
