There are various incentives for construction and development within the City of Burlington. These incentives are in place to promote growth and development within the corporate limits of this community.
Tax Abatement
The City of Burlington offers a residential, commercial, and industrial tax abatement program. In order to qualify, the improvements must increase the assessed valuation by at least 15% of the valuation before the improvement. Download our Tax Abatement Application (PDF).
- Residential construction offers an abatement on the increased valuation.
- Commercial property utilized for retail purposes may abate a maximum value of $5,000,000.
Exemption Schedules
- 3 year - 100% exemption
- 10 year sliding scale
- Year 1 - 80%
- Year 2 - 70%
- Year 3 - 60%
- Year 4 - 50%
- Year 5 and 6 - 40%
- Year 7 and 8 - 30%
- Year 9 and 10 - 20%
Industrial tax abatement applies to the construction or reconstruction of industrial real estate, warehousing, and distribution centers. Industrial Exemption Schedule:
- Year 1 - 75%
- Year 2 - 60%
- Year 3 - 45%
- Year 4 - 30%
- Year 5 - 15%
Tax Increment Financing (TIF)

Enterprise Zones
IEDA is modifying their housing tax credit program. The Housing Enterprise Zone Program has been eliminated. Information will be posted with details of any new housing programs when they become available.
