Economic Development Incentives
There are various incentives for construction and development within the City of Burlington. These incentives are in place to promote growth and development within the corporate limits of this community.
Tax Abatement
The City of Burlington offers an Urban Revitalization Tax Exemption (Abatement) Program. The program applies to properties city-wide in the City of Burlington and to the following classes of property:
- All residential dwellings assessed as residential; and
- All non-residential property assessed as commercial.
In order to qualify; the improvements must increase the assessed valuation by at least 15% of the valuation before the improvement, and commercial property being utilized for retail purposes may abate a maximum value of $5,000,000.

Applications must be completed by property owner.
Three (3) Exemption Schedules:
- A three-year 100% per year exemption for commercial;
- A ten-year sliding scale as follows for commercial:
- Year 1 - 80%
- Year 2 - 70%
- Year 3 - 60%
- Year 4 - 50%
- Year 5 and 6 - 40%
- Year 7 and 8 - 30%
- Year 9 and 10 - 20%
- A ten-year split scale as follows for residential:
- 7 years - 100%
- 3 years - 90%
For industrial properties - regulations can be found under State Code Chapter 427B Special Tax Provisions and Chapter 8 Industrial Property Tax Exemptions of the Municipal Code of Burlington.
- A five-year sliding scale applies to industrial property (75, 60, 50, 45, 30%).
Tax Increment Financing (TIF)
Submit TIF proposals to the Finance Department for consideration and review. The City of Burlington reviews TIF proposals on a case by case basis. Learn more about TIFs by visiting our Tax Increment Financing page.
Enterprise Zones
IEDA is modifying their housing tax credit program. The Housing Enterprise Zone Program has been eliminated. Information will be posted with details of any new housing programs when they become available.
