MINUTES OF THE PROCEEDINGS
OF THE BURLINGTON, IOWA CITY COUNCIL

Meeting No. 11
June 7, 2004

The Burlington City Council met in regular session at 7:00 p.m. in the City Hall, Council Chambers with Mayor Edwards, Council Members Baker, Ell, Campbell and King present.

BURLINGTON CITY COUNCIL

CONSENT AGENDA: To the Public:

All matters listed under Item I., Consent Agenda, having been discussed were considered to be routine by the City Council and were enacted by one motion. There was not separate discussion of these items. If discussion was desired, that item was removed from the Consent Agenda and was considered separately.

MOTION: To approve all items listed under Item I., Consent Agenda.

DISCUSSION: Mayor Edwards reviewed the items listed on the consent agenda to the viewing audience. Council Member Ell announced those individuals appointed to various City commissions and boards. All present had opportunity to speak and nothing additional was filed in the office of the City Clerk.
(VOTE: 5 - “AYES”) CARRIED

RESOLUTION:
1. Resolution Authorizing the City Council to Execute a Loan Application to the Iowa Department of Economic Development’s Community Economic Betterment Account (CEBA) Program in Connection with the Modernization of Federal Mogul Ignition Products

DISCUSSION: Dennis Hinkle, vice president of economic development for Grow Greater Burlington stated that Federal-Mogul Ignition Products is seeking a $200,000.00 Forgivable Loan from the Iowa Department of Economic Development through the Community Economic Betterment Account. The funds being requested will assist Federal-Mogul Burlington in making the case to Federal-Mogul Corporate to approve this investment in equipment and technology. He further stated that the City of Burlington is being asked to serve as the local governmental sponsoring organization. The first of two projects will bring additional copper cored production to Burlington, which will make this plant the only producer of copper cored pins in the Federal-Mogul system. He further stated these pins will supply sister plants in England and Mexico. The second project is to acquire new Fired in Suppression Seal (FISS) equipment and new laser joining capability for the plant. He stated that this will allow the company to meet growing business demands and compete for new business. He stated that these projects are projected to allow Federal-Mogul in Burlington to retain forty one jobs. He further stated that the jobs would have excellent wages in excess of $15.00 per hour, with excellent benefits. He stated that the City of Burlington is being asked to provide $50,000.00 in forgivable loans through the sales tax economic development fund to provide the local match required through the CEBA program. Mayor Edwards stated that the local bargaining chairperson is present at the meeting and in support of this resolution, also in support is the local United Auto Workers. All present had opportunity to speak and nothing additional was filed in the office of the City Clerk.

1. Resolution Approving Demolition/Nuisance Abatements for Various Properties

2. Resolution Approving Purchase of A Type I Ambulance for Fire Department

3. Resolution Approving the Purchase of A Radio System for Notification of Alarm Conditions at Minor Lift Stations for the Wastewater Treatment Facility

PETITIONS:

1. Motion to receive and file petition from 75 percent of the abutting property owners asking for the creation of a special assessment district to pave the east-west alley in the 1700 block between Pine Street and South Street. The petition acknowledges that the total cost of the improvement will be assessed against the abutting property owners

2. Motion to receive and file petition from all abutting property owners on the north side of the street (IDOT is property owner on the south) to pave the 1800 block of Lucas street from Gertrude Street west to the dead end. The petition requests 75 percent City participation and 25 percent property owner participation
