MINUTES OF THE PROCEEDINGS OF THE BURLINGTON, IOWA, CITY COUNCIL Special Meeting No. 1 January 5, 2004 The Burlington City Council met in special session at 5:00 p.m. with Mayor Edwards, Council Members Baker, Campbell, Ell, and King present. Swearing in of New Council Members (by City Clerk) Council Members Campbell and Ell were sworn in as Council Members by the City Clerk. MOTION: TO SELECT A TEMPORARY PRESIDING OFFICER DISCUSSION: Council Member Ell made a motion that Mike Edwards be selected as temporary presiding officer. Council Member King seconded the motion. Upon roll call vote the motion to select Mike Edwards as temporary presiding officer was unanimously approved. (VOTE: 5 - “AYES”) CARRIED SPECIAL MEETING ACKNOWLEDGED (by Temporary Presiding Officer) NOMINATIONS FOR MAYOR: (by Temporary Presiding Officer) Council Member King nominated Council Member Edwards for Mayor, seconded by Council Member Campbell. MOTION: That nominations for Mayor be closed DISCUSSION: None. (VOTE: 5 - “AYES”) CARRIED MOTION: To approve Mayor for two-year term DISCUSSION: None. (VOTE: 5 - “AYES”) CARRIED SWEARING-IN MAYOR: (by City Clerk) Council Member Edwards was elected and sworn in as Mayor by the City Clerk for a two-year term. NOMINATIONS FOR MAYOR PRO-TEM: (by Mayor) Council Member King nominated Council Member Ell for Mayor Pro-Tem, seconded by Council Member Campbell. MOTION: That nominations for Mayor Pro-Tem be closed DISCUSSION: None. (VOTE: 5 - “AYES”) CARRIED MOTION: To approve Mayor Pro-Tem for two year term DISCUSSION: None. (VOTE: 5 - “AYES”) CARRIED SWEARING-IN MAYOR PRO-TEM: (by City Clerk) Council Member Ell was elected and sworn in as Mayor Pro-Tem by the City Clerk for a two-year term. STATEMENTS: (by new Mayor and Mayor Pro-Tem) DISCUSSION: Mayor Pro-Tem Ell stated that he would be focusing on the budget, economic development and intergovernmental issues. Mayor Edwards stated that he would like to see the Council develop into a good team where they can count on each other, like other Councils in the past. He stated that the two new Council Members were raring to go. He stated that the creation and the retention of jobs were an issue along with growing the tax base. He further stated his concern with State budget cuts. He stated that he hoped the Council would continue with the progress they have made. He thanked the Council for giving him the opportunity to serve the citizens of Burlington as Mayor. All present had opportunity to speak and nothing additional was filed in the office of the City Clerk. STATEMENTS: (by all council members) DISCUSSION: Council Member Baker stated that she wanted the citizens of Burlington to know that she listens to them and tries to give them the information they request. Council Member King stated that he would love to have the job of Mayor someday, but for now he wants to work together with the entire Council as a team. He stated that he was proud to have Mike Edwards as Mayor and Bill Ell as Mayor Pro-Tem. He further stated that he has renewed belief in City staff. Council Member Campbell stated that he was excited by the opportunity to serve the citizens of Burlington. All present had opportunity to speak and nothing additional was filed in the office of the City Clerk. RESOLUTION OF APPOINTMENT: 1. Resolution Reappointing City Officers at the City of Burlington (City Clerk and City Treasurer) DISCUSSION: None.
