MINUTES OF THE PROCEEDINGS
OF THE BURLINGTON, IOWA CITY COUNCIL

Meeting No. 43
October 6, 2003

The Burlington City Council met in regular session at 7:00 p.m. in the City Hall, Council Chambers with Mayor Scott, Council Members Baker, Edwards, Kellogg and King present.

CONSENT AGENDA: To the Public:

All matters listed under Item I., Consent Agenda, having been discussed were considered to be routine by the City Council and were enacted by one motion.  There was not separate discussion of these items.  If discussion was desired, that item was removed from the Consent Agenda and was considered separately.

MOTION: To approve all items listed under Item I., Consent Agenda.

DISCUSSION: Mayor Scott requested the removal of the Payroll and City Claims from the Consent Agenda for discussion.  He further reviewed the items listed on the consent agenda to the viewing audience.  Council Member Kellogg announced those individuals appointed to various City commissions and boards.  All present had opportunity to speak and nothing additional was filed in the office of the City Clerk.
(VOTES: 5 - “AYES”)                            CARRIED

MOTION:
1.  Payroll and City Claims

DISCUSSION: Mayor Scott stated that he had removed the motion approving the payroll and city claims from the consent agenda as there was a payment to him for services rendered.  He stated that he would abstain from voting due to the conflict of interest.  All present had opportunity to speak and nothing additional was filed in the office of the City Clerk.

PRESENTATION - LIBRARY BOARD BUILDING CONCEPT

DISCUSSION: Win Boyd, president of the Library Board of Trustees introduced the three architects from Leo A. Daly who would be presenting the building concept.  He stated that there has been a lot of input on the design of the new library.  Tom Findley, architect, stated that even during hard economic times, he is seeing many cities across the nation building new libraries.  He reviewed the success criteria for the library and the site plans.  Jeff Monzu, architect, reviewed the architectural language of Burlington, feedback from the community and the concept.  David Hawes, architect, reviewed the concept plans for the Council and the viewing audience.  He stated that the building would be two stories with the lower level for administration.  He stated that the entrance for the building would be on Third Street and would consist of the following: young child zone with activity area, elementary zone, computers, program room, friend’s shop; teen zone, casual study, micro-computer stations; adult work room; study rooms; local history room, adult collection; current periodicals and local history room. Mayor Scott explained that the next step would be a hearing on the plans and specifications.  Ed Zeman of 607 South Starr stated that he was in favor of a new library and that a new library would be the turning point for Burlington.  John R. Sandell of 2803 West Avenue stated that he was in favor of the project.  He asked the architect various design questions.  Roger Neveling of 2701 South 14th Street stated that he supported a new library and felt the present library was beautiful but was not user-friendly.  He stated that a new library would be a wonderful way to showcase Burlington.  Lorraine Reif of 321 Iowa Street stated that she was not against the new library, but just felt the City can not afford to build a new library.  Andy Anderson of 119 South Starr stated his concern was with high unemployment in Burlington that the citizens cannot afford more taxes.  He further stated his concern for the snowball effect of the Apple Trees Musuem moving to the Library. Brian Schnicker of 216 Ordnance Court stated that he agreed with Andy Anderson.  He stated that there was not a need for a new library in Burlington.  Council Member Baker stated her concern with citizens having to walk down a hill to get to the library.  Tom Findley, architect, stated that Burlington was very similar to San Francisco with hills.  He did not feel that there would be a problem for pedestrians walking to the new library anymore than pedestrians walking to the present library.  He further stated that the last six libraries that his firm was involved with the libraries did not go over budget.  Win Boyd stated that if the bids would go over $9,200,000.00 the board would look at changes to the building or find more money for the project, but not from the City of Burlington.  Tom Findley, architect stated that bids would be received sometime in May or June 2004 and the project would be completed by the fall of 2005.  All present had opportunity to speak and nothing additional was filed in the office of the City Clerk.
