Special Meeting No. 1
January 2, 2002
The Burlington City Council met in special session at 9:00 a.m. with Mayor Scott, Council
Members Baker, Edwards, Kellogg and King, present.
SPECIAL MEETING NOTICE ACKNOWLEDGED
STATEMENT BY MAYOR SCOTT: To Swear in New Council Members (by City Clerk)
Council Members Baker, Edwards and King were sworn in as Council Members by the City
Clerk.
NOMINATIONS FOR MAYOR: (by Mayor)
Council Member Kellogg nominated Council Member Scott for Mayor, seconded by Council
Member Edwards.
MOTION: That nominations for Mayor be closed
DISCUSSION: None.
(VOTE: 5 - "AYES") CARRIED
MOTION: To approve Mayor for two-year term
DISCUSSION: None.
(VOTE: 5 - "AYES") CARRIED
SWEARING-IN MAYOR: (by City Clerk)
Council Member Scott was elected and sworn in as Mayor by the City Clerk for a two-year term.
NOMINATIONS FOR MAYOR PRO-TEM: (by Mayor)
Council Member Edwards nominated Council Member Kellogg for Mayor Pro-Tem, seconded
by Mayor Scott.
MOTION: That nominations for Mayor Pro-Tem be closed
DISCUSSION: None.
(VOTE: 5 - "AYES") CARRIED
MOTION: To approve Mayor Pro-Tem for two year term
DISCUSSION: None.

SWEARING-IN MAYOR PRO-TEM: (by City Clerk)
Council Member Kellogg was elected and sworn in as Mayor Pro-Tem by the City Clerk for a
two-year term.
STATEMENTS: (by new Mayor and Mayor Pro-Tem)
DISCUSSION: Mayor Scott stated that the Council had a lot of work ahead of them during the
next two years. He stated that he hoped the Council would continue the progress they have
made. He thanked the Council for giving him the opportunity to serve the citizens of Burlington
as Mayor. Council Member Kellogg stated that he would also like to continue with the progress
made and hoped for continued cooperation from the City Council. All present had opportunity to
speak and nothing additional was filed in the office of the City Clerk.
STATEMENTS: (by all council members)
DISCUSSION: Council Member King stated that actions speak louder than words. He stated
that the next four years will show what his statements are. Council Member Baker stated that the
steps at City Hall were the same steps that her mother fell down and broke her arm
approximately 70 years ago and now they are the same steps that she walked up today to be
sworn in as a Council Member. Council Member Edwards stated that the past four years have
been interesting and tough at times. He stated that he would continue to do his best and listen to
the public. He further stated that he hoped and prayed the economy would improve. He further
stated that he appreciated the opportunity to serve the citizens of Burlington for another four
years. All present had opportunity to speak and nothing additional was filed in the office of the
City Clerk.

1. Resolution Reappointing City Officers at the City of Burlington (City Clerk and City Treasurer)
