OF THE BURLINGTON, IOWA CITY COUNCIL
Meeting No. 23
December 2, 2002
The Burlington City Council met in regular session at 7:00 p.m. in the City Hall, Council
Chambers with Council Members Baker, Edwards, Kellogg and King present. Mayor Scott was
absent so Mayor Pro-Tem Kellogg led the Council Meeting.

CONSENT AGENDA: To the Public:
All matters listed under Item I., Consent Agenda, having been discussed were considered to be
routine by the City Council and were enacted by one motion. There was not separate discussion
of these items. If discussion was desired, that item was removed from the Consent Agenda and
was considered separately.
MOTION: To approve all items listed under Item I., Consent Agenda.
DISCUSSION: Mayor Pro-Tem Kellogg reviewed the items listed on the consent agenda to the viewing audience. All present had opportunity to speak and nothing additional was filed in the office of the City Clerk.
(VOTES: 4 - "AYES") CARRIED
HEARING:
1. Statement: Consideration of An Ordinance Amending Section 10.64.030 Snow
Emergency Route Map of Chapter 10.64 Snow Emergency Regulations of the Burlington
Municipal Code
COMMENTS: The Public Works Director reviewed the proposed Ordinance Amending Section
10.64.030 Snow Emergency Route Map of Chapter 10.64 Snow Emergency Regulations with the
City Council and the viewing audience. He stated the following additions to the snow emergency
route: Koestner Street from Madison to Summer; South 14th Street from Koestner to Parkway;
Starr from West Avenue to Spray; Spray from Leebrick to Plane and Mason Road from
Roosevelt Avenue to Howard Drive. He stated that these proposed changes were due to recent
changes in traffic patterns and completion of a road construction project. John R. Sandell of 2803
West Avenue questioned if Mason Road from Roosevelt Avenue to Howard Drive needed to be a
snow emergency as he felt there was very little traffic on that portion of Mason Road. Mayor
Pro-Tem Kellogg stated that Mason Road was heavily used and traffic will continue to increase in
that area. Council Member Edwards stated that the change would also provide for the
continuation of the snow emergency route on Mason Road. All present had opportunity to speak
and nothing additional was filed in the office of the City Clerk.

Motion for Preliminary Adoption of the First Reading of An Ordinance Amending Section
10.64.030 Snow Emergency Route Map of Chapter 10.64 Snow Emergency Regulations
of the Burlington Municipal Code
DISCUSSION: None.
(VOTE: 4 - "AYES") CARRIED
COMMENTS FROM AUDIENCE: Leon Shahan of 1821 Mt. Pleasant Street presented the City
Clerk with a copy of "Do Tax Increment Finance Distracts in Iowa Spur Regional Economic and
Demographic Growth?" by the Department of Economics of Iowa State University for the
Council to review. All present had opportunity to speak and nothing additional was filed in the
office of the City Clerk.
