The Burlington City Council met in special session at 5:15 p.m. with Council Members Edwards as Acting Mayor Pro-Tem. Also present was Council Member Kellogg. Council Member Wehrle participated via electronic communications. Mayor Scott and Mayor Pro-Tem Thomas were absent.
