Special Meeting No. 2

March 13, 2000

The Burlington City Council met in special session at 6:00 p.m. with Mayor Scott, Council Members Edwards, Kellogg, Thomas, and Wright present.

SPECIAL MEETING NOTICE ACKNOWLEDGED

RESOLUTIONS:

1. Resolution Adopting Budget for Fiscal Year Ending June 30, 2001

DISCUSSION: The City Manager stated that per consensus of the Council at the March 6, 2000 council meeting the following items were removed from the Capital Projects for fiscal year 2000/2001: library facility $12,250,000.00; fire station #1 $3,135,042.00; and southeast sewer $375,000.00. He stated that the total proposed budget was now $33,356,148.00. He stated that the Finance Director recently found an error in his original calculations which decreased the property tax valuation to $12.35 down $.07 from the proposed $12.42. Mayor Scott stated that the proposed budget for fiscal year 2000/2001 was an outstanding budget. He thanked staff for doing an excellent job on the budget. He stated that the Library Board may come back to the Council with a funding proposal for the library facility. He stated that the budget could be amended at that time. Council Member Thomas stated that the next two to three years could be financially rocky for the City and staff and Council needed to be frugal with finances. Mayor Scott urged citizens, council and staff to speak to the legislatures in DesMoines who have proposed unfunded mandates on cities in Iowa. He further stated that Burlington was a great community with great leadership by their elected officials and staff. All present had opportunity to speak and nothing additional was filed in the office of the City Clerk.
