OF THE BURLINGTON, IOWA CITY COUNCIL

Meeting No. 15

August 7, 2000

The Burlington City Council met in regular session at 7:00 p.m. with Mayor Scott, Council Members Edwards, Kellogg and Thomas, present. Council Member Wright resigned effective April 21, 2000.

CONSENT AGENDA: To the Public:

All matters listed under Item I., Consent Agenda, having been discussed were considered to be routine by the City Council and were enacted by one motion. There was not separate discussion of these items. If discussion was desired, that item was removed from the Consent Agenda and was considered separately.

MOTION: To approve all listed under Item I., Consent Agenda.

HEARINGS:

1. Statement: Consideration of An Ordinance Amending the Comprehensive Plan by Formally Adopting and Including the South Hill Neighborhood Plan

COMMENTS: The Housing Coordinator reviewed with Council and the viewing audience the boundaries of the South Hill Targeted Neighborhood. She stated that the plan provides for increased lighting, crime prevention, housing projects, infrastructure projects and miscellaneous neighborhood improvements. She stated that the cost of the plan was $1,476,980.00 which would be funded as follows: TNPP $455,000.00, Property Owners $242,000.00 and Other Contributions (Grants) $779,980.00. Tara Stevens, Chairperson of the South Hill Neighborhood, stated that the neighborhood has had excellent cooperation with the Police Department. Council Member Thomas stated his concern that the plan was against people loitering in the South Hill neighborhood. He stated that the neighborhood needed to come up with a plan for those people who are loitering. He further stated that it should not be a crime to loiter. Tara Stevens stated that the neighborhood survey showed that the main complaint was on Maple Street with adults (not kids) loitering. She stated that monies have been allotted for the parks. The Housing Coordinator stated that the neighborhood was concerned with late night loitering, disruptfulness and illegal activities. Council Member Edwards stated that the bottom line was drug trafficking. Council Member Kellogg stated that the problem was not kids but were young adults loitering. Mayor Scott stated that he appreciated all the efforts made by South Hill Targeted Neighborhood. He urged them to keep up the good work. The City Manager stated that the City's five year plan provided for $416,000.00 per targeted neighborhood, not the $455,000.00 as presented. Tara Stevens stated that the reason they were over was that they did not know in the beginning how much money they had to work with. Dave Hanrahan of 1709 Oak Street stated that he was not against the plan. He stated that property owners should not be kicked out of their homes because they cannot afford to fix up their home. Mayor Scott stated that there would be housing grants available to those who cannot afford to fix up their homes. All present had opportunity to speak and nothing additional was filed in the office of the City Clerk.

Motion for Preliminary Adoption of the First Reading of An Ordinance: An Ordinance Amending the Comprehensive Plan by Formally Adopting and Including the South Hill Neighborhood Plan

DISCUSSION: None.

(VOTE: 4 - "AYES") CARRIED

2. Statement: Consideration of An Ordinance to Amend Ordinance No. 3101 Establishing the Comprehensive Strategic Plan for the City of Burlington; and Amending Ordinance No. 3113 Establishing the Southwest Subarea Land Use; and Amend the Northeastern Most Portion of the Southwest Subarea

COMMENTS: The City Planner reviewed with Council and the viewing audience the boundaries of the Southwest Subarea. He stated that the proposed Ordinance amends the Comprehensive Strategic Plan by including the Southwest Subarea Land Use Plan. He stated that the Plan Commission had recommended approval of the Southwest Subarea Land Use Plan. All present had opportunity to speak and nothing additional was filed in the office of the City Clerk.

3. Statement: Consideration of An Ordinance Amending the Official Zoning Map and the City Code of the City of Burlington, Iowa, By Amending Chapter 17.88, Planned Unit Development, and Adding 17.88.060 Approved Planned Unit Development Districts, and Create Stonegate Village PUD

COMMENTS: The City Planner stated that the proposed Ordinance rezones the Southwest Subarea to create Stonegate Village Planned Unit Development. Bill Ludweg of Environmental Design and Architect Group Limited stated that Stonegate Village would be a mix-use development on approximately 350 acres. Council Member Edwards stated that the plan for Stonegate Village would be a great addition in Burlington. Mayor Scott stated that he would like to see more details under the definition of Parks and Development. All present had opportunity to speak and nothing additional was filed in the office of the City Clerk.
