BURLINGTON, IOWA, CITY COUNCIL
Special Meeting No. 20
May 24, 1999
The Burlington City Council met in Special/Executive Session at 4:30 p.m. with Mayor Scott,
Council Members Edwards, Henry, and Thomas, present; Council Member Wright was absent.
SPECIAL MEETING NOTICE ACKNOWLEDGED
RESOLUTIONS:
1. Resolution Approving Purchase of Real Estate in and Around the Vicinity of 301-311
South Main Street, Union Hotel, Legally Described as Lots 174 and 175 of the Original
City
DISCUSSION: The City Manager stated that Union Hotel building is unsalvageable and will be coming down with or without the City's help and that the property could be re-marketed after demolition. He stated that the City would be purchasing from Main Street of Burlington the real estate in and around the vicinity of 301-311 South Main Street, Union Hotel, legally described as lots 174 and 175 of the original City for $1. He further stated that Phyl's Sweet Pea Restaurant, 319 N. Main Street, which abuts the Union Hotel, has agreed to close during the demolition, and that the contractors will be taking the wall adjacent to the restaurant down by hand. The City Manager stated that talks were in the works with Phyl's Sweet Pea Restaurant to discuss possible relocation which would allow complete demolition and that a definite answer would be obtained before the wrecking ball begins. He further stated that the demolition cost of $51,850 would be funded from the Capital Projects fund and the City plans to recoup some of the money after sale of the property. Council Member Henry stated that he was not comfortable with transferring property to a non-profit organization which ends up with no funds, causing citizens to have to foot the bill to demolish the building. Mayor Scott stated that due to public safety that the City cannot wait in this instance, but would like for the City to learn from this experience in order for the Inspection Department to require more financial responsibility in the future regarding dangerous building laws. The City Code Inspector stated that demolition by Charlie Buck Demolition Service could begin as early as Wednesday. All present had opportunity to speak and nothing additional was filed in the office of the City Clerk.

2. Resolution Authorizing the Demolition and Expenditure of Funds for the Demolition in
and Around the Vicinity of 301-311 South Main Street, Union Hotel, Legally Described
as Lots 174 and 175 of the Original City
DISCUSSION: None.
(VOTE: 4 - "AYES") ADOPTED
MOTION: To go into Executive Session for the purpose of: To evaluate the professional competency of an individual whose appointment, hiring, performance or discharge is being considered when necessary to prevent needless and irreparable injury to that individual's reputation and that individual requests a closed session as per State Code, Chapter 21.5.1.(i).
(VOTE: 4- "AYES") CARRIED
MOTION: That the Executive Session be adjourned, and Council go back into Special Meeting.
DISCUSSION: The Mayor stated that the City Council recommended that the City Manager receive a $6,700 annual salary hike effective July 1, 1999. He further stated that this figure was derived from a $3,200 raise the former City Manager would have received had she remained in Burlington, a $2,000 bonus she would have received, plus $1,500 bonus given to the current City Manager last December. He further stated that this would be the first salary increase for the City Manager since his employment in March 1998. The Mayor stated that the City Manager is the lowest paid City Manager in Iowa in comparison to six other cities of comparable size to Burlington, even with this salary increase. All present had opportunity to speak and nothing additional was filed in the office of the City Clerk.
