August 25, 1997
The Burlington City Council met in special session August 25, 1997 at 4:15 p.m. with Mayor
Sandell, Council Members Heland, Henry, Scott and Thomas, present.
SPECIAL MEETING NOTICE ACKNOWLEDGED
CONSENT AGENDA: To the Public:
All matters listed under Item I., Consent Agenda, having been discussed were considered to be
routine by the City Council and were enacted by one motion. There was no separate discussion of
these items. If discussion was desired, that item was removed from the Consent Agenda and was
considered separately.
MOTION: To approve all listed under Item I., Consent Agenda.
DISCUSSION: Council Member Scott stated that he would abstain from voting on the consent agenda due to a conflict of interest. All present had opportunity to speak and nothing additional was filed in the office of the City Clerk.

DISCUSSION: Council Member Thomas introduced a Resolution Tabling Action on the Resolution
of Necessity for the Special Assessment of the 1997 Residential Street Improvements, Acres Street,
6th to 7th, Division I. Council Member Heland seconded the motion. After roll call vote the
Resolution was adopted. All present had opportunity to speak and nothing additional was filed in the
office of the City Clerk.
2. Resolution Tabling Action on the Resolution of Necessity for the Special Assessment of the
1997 Residential Street Improvements, Acres Street, 6th to 7th, Division I
DISCUSSION: None.
(VOTE: 5 - "AYES") ADOPTED
3. Resolution of Necessity Providing for the Special Assessment of the 1997 Residential Street
Improvements, 15th Street, Dunham to Hedge, Division II
DISCUSSION: Council Member Thomas introduced a Resolution Tabling Action on the
Resolution of Necessity for the Special Assessment of the 1997 Residential Street Improvements,
15th Street, Dunham to Hedge, Division II. Council Member Heland seconded the motion. Council
Member Scott stated that he would abstain from voting due to a conflict of interest. After roll call
vote the Resolution was adopted. All present had opportunity to speak and nothing additional was

to Market Between Leebrick and Garfield, Division III. Council Member Scott seconded the
motion. After roll call vote the Resolution was adopted. All present had opportunity to speak and

Street, Madison to 8th, Division IV. Council Member Scott seconded the motion. After roll call vote

15th to 16th, Division V. Council Member Heland seconded the motion. Council Member Scott

13. Resolution of Necessity Providing for the Special Assessment of the 1997 Residential Street
Improvements, Williams Street, Ironwood to Hagemann, Division VII
DISCUSSION: Council Member Heland questioned if the drainage problems have been solved in
regard to the project. The Public Works Director stated that he did not have a report available to
Council at this time, but would have a report available at the hearing on the plans and specifications.
Council Member Scott introduced a Resolution Tabling Action on the Resolution of Necessity for
the Special Assessment of the 1997 Residential Street Improvements, Williams Street, Ironwood to
Hagemann, Division VII. Council Member Heland seconded the motion. After roll call vote the
Resolution was adopted. All present had opportunity to speak and nothing additional was filed in the
office of the City Clerk.
14. Resolution Tabling Action on the Resolution of Necessity for the Special Assessment of the
1997 Residential Street Improvements, Williams Street, Ironwood to Hagemann, Division VII
DISCUSSION: None.
