Mission Statement

The Mission of the City of Burlington is to provide consistent quality services to support a safe and healthy community. This commitment to excellence is based on the belief that well informed and involved citizens, in partnership with trained service oriented city employees will maintain and implement cost effective services which enable the community to meet future challenges and opportunities.

The City of Burlington believes in a strong partnership between customer-service oriented employees and well-informed and involved citizens whose pride and belief in the future encourages investment and progress.

City Manager Douglas J. Worden

Douglas J. Worden was named Burlington’s City Manager on April 21, 2008.  Mr. Worden has been involved with Burlington City Government since January 1978 when he took office as Finance Commissioner, serving as a member of the City Council including Mayor Pro Tem.  From January 1982 until July 2000 he served as Finance Director for the City until being named Deputy City Manager.  Mr. Worden holds a Bachelor’s Degree in Accounting from the University of Iowa and is a Certified Public Accountant.

Mr. Worden is actively involved in the Burlington Noon Lion’s Club, the Burlington Area United Way and is a member of the International City Management Association and the Iowa City/County Management Association.  He also served as Treasurer, President, Vice President of Concessions and Vice President of Entertainment for the Burlington Steamboat Days American Music Festival, board member and Treasurer for the Burlington Area Convention and Tourism Bureau and for the Burlington YMCA, as well as serving many years on the Southeast Iowa Council and Mississippi Valley Council, Boy Scouts of America.  He is also past President of the Iowa Municipal Finance Officers Association.

Chapter 19 of the Code of Ordinances of the City of Burlington, Iowa describes the powers and duties of the City Manager.

Pursuant to Chapter 123 of the Code of Ordinances of the City of Burlington, Iowa, the Office of the City Manager may issue special event permits for any person, organization, company, club, etc. desirous of holding a special event on City-owned property or facilities other than the Auditorium or park shelter houses.
