CHAPTER 57PARK REGULATIONS
57.01 PURPOSE. The purpose of this chapter is to facilitate the enjoyment of park facilities by the general public by establishing rules and regulations governing the use of park facilities. (Code of Iowa, Sec. 364.12) 57.02 USE OF DRIVES REQUIRED. No person shall drive any car, cycle or other vehicle, or ride or lead any horse, in any portion of a park except upon the established drives or roadways therein or such other places as may be officially designated by the Director of Parks and Recreation. 57.03 FIRES. No fires shall be built, except in a place provided therefor, and such fire shall be extinguished before leaving the area unless it is to be immediately used by some other party. 57.04 LITTERING. No person shall place, deposit, or throw any waste, refuse, litter or foreign substance in any area or receptacle except those provided for that purpose. 57.05 PARKS CLOSED. No person, except those camping in designated areas, shall enter or remain within any park between the hours of eleven o’clock (11:00) p.m. to five o’clock (5:00) a.m. without consent of the Director of Parks and Recreation. 57.06 CAMPING. No person shall camp in any portion of a park except with special permission of the Council, and the City may refuse camping privileges or rescind any and all camping privileges for cause. 57.07 RESTRICTED AREAS. No person shall enter upon portions of the park grounds in disregard of signs or posted notices forbidding such entrance. 57.08 POSTING SIGNS OR DISTRIBUTING CIRCULARS. No unauthorized person shall post, paste, paint or affix any placard, bill, notice or sign upon any structure or thing within any park, or upon the fence or enclosure thereof. No unauthorized person shall distribute any circulars, cards or any other printed or written matter in any park. 57.09 COMMERCIAL VEHICLES. It is unlawful to drive any commercial vehicle within any park without the consent of the Director of Parks and Recreation. 57.10 WASHING VEHICLES. It is unlawful to wash any automobile or other motor vehicle within any park. 57.11 ALCOHOLIC BEVERAGES. It is unlawful for any person to use or consume alcoholic liquor or beer or wine in any City park. The Director of Parks and Recreation shall cause notices of the prohibition of the use or consumption of alcoholic liquor or beer or wine in City parks to be placed at or near the primary entrances of each City park where vehicular traffic is allowed and in at least one conspicuous place in all other City parks. 57.12 NATURAL ENVIRONMENT. No person shall in any manner deface, injure or disturb any tree, shrub or plant placed, standing or growing. No unauthorized person shall pick or cut any wild or cultivated flower. No person shall disturb birds, animals or fish kept or found in parks. 57.13 BUILDINGS AND IMPROVEMENTS. No person shall, in any manner, deface, disturb or interfere with any building, structure, bench, table, equipment, apparatus, or other improvements made in or about the parks. 57.14 ASSEMBLAGES. Picnic parties, assemblages of persons and entertainments permitted shall occupy ground to be designated by the Director of Parks and Recreation and are under the Director’s control and supervision. 57.15 SPECIAL USE FACILITIES. No person shall use tennis courts, skate ramps, inline hockey rinks, BMX tracks or other special use facilities for anything but its expressed use. Signs will be posted with their specific uses at the facilities. 57.16 PENALTY. Any person violating any of the provisions of this chapter shall, upon conviction, be subject to the penalties set forth in Section 1.14 of this Code of Ordinances.
