CHAPTER 37RENEWABLE ENERGY AND CONSERVATION ADVISORY COMMITTEE
37.01 ESTABLISHED. There is established a Renewable Energy and Conservation Advisory Committee for the purpose of advising the City Council on programs and policies, both existing and new, with regard to renewable and alternative energy options as well as energy conservation. 37.02 MEMBERSHIP; TERMS. The Committee shall consist of not less than eight or more than twelve members of which one member will be a Council Member serving as ex officio member. Members shall be appointed by the Mayor and Council with consideration given to the recommendation(s) of the existing Advisory Committee members. Preference shall be given to persons who are residents of the City, but members may be appointed who are residents of Southeast Iowa. The membership terms shall be staggered three year terms with no limit on number of terms served. The membership shall include a majority of residents residing within the City limits. 37.03 VACANCIES. In the event a vacancy should occur, the Council shall appoint a new member to fill the unexpired term. If a member fails to attend three (3) consecutive meetings, that person may be requested to resign and a vacancy may be declared. 37.04 OFFICERS. The Advisory Committee shall, at its first meeting following January 1 of each year, appoint a Chairperson, a Vice Chairperson and a Secretary from its membership. 37.05 MEETINGS. The Advisory Committee shall meet monthly or at the call of the Chairperson. 37.06 COMPENSATION. The members of the Advisory Committee shall serve as such without compensation. 37.07 POWERS AND DUTIES. The Advisory Committee shall have the following powers and duties: 1. To research renewable energy and alternative energy options and energy conservation. 2. To encourage and educate the Council and the public in regards to energy and its conservation. 3. To advise the Council in matters concerning energy and its conservation with regard to establishing and maintaining programs and policies with consideration given to City buildings, properties and area within City jurisdiction. 4. To establish subcommittees as deemed appropriate by the Committee membership for a specific purpose or event (subcommittee members are to be appointed by the Advisory Committee and will not have voting rights). 5. To hold meetings open to the public and to provide opportunity for public comment at each Advisory Committee meeting. 6. To submit the meeting agendas and minutes to the City for purpose of public record. (Ch. 37 – Ord. 3262 – Nov. 08 Supp.) |
