CHAPTER 31

RIVERFRONT ADVISORY COMMITTEE

31.01    CREATION; COMPOSITION. There is established a Riverfront Advisory Committee consisting of the following: nine (9) members who are residents of the City appointed by the Mayor, with the approval of the Council, for staggered terms of three (3) years; and the City Manager, who shall serve as the tenth member of the Committee in the capacity of an ex officio member without voting power.

31.02    VACANCIES. Any member who misses three (3) meetings consecutively without a valid reason (illness, vacation) shall be considered to have vacated the position. The Secretary shall promptly report the same to the Mayor when it occurs. A vacancy shall be filled only for the balance of a term, except at the end of a full term, at which time appointments shall be for a three-year term.

31.03    OFFICERS. The Committee shall annually elect a Chairperson, Vice Chairperson, Secretary and other officers as may be needed. A member shall not serve two full consecutive terms in a single office.

31.04    COMPENSATION. The members of the Riverfront Advisory Committee serve as such without compensation, except for previously approved expenses while acting in an official capacity as a committee member.

31.05    MEETINGS. The Riverfront Advisory Committee shall meet at least once every three (3) months on a regular basis or at the call of the Chairperson or on the request of at least three members. The place of the meeting and the subjects to be discussed shall be listed on the previously posted agenda and the Secretary of the Committee shall promptly file a report of its minutes with the Council after each meeting.

31.06    POWERS AND DUTIES. The Riverfront Advisory Committee has the following powers and duties:

  1. To advise the Council on matters pertaining to the riverfront, including its use and maintenance;

  2. To develop and recommend approval of plans for the public use of the area east of Front Street between North and South Streets;

  3. To survey and recommend use and development of the islands in the river owned by the City;

  4. To recommend usage of the privately owned riverfront lands in the City, south of South Street and north of North Street;

  5. To coordinate its advice and recommendations with the Planning and Zoning Commission, Park Advisory Board and other City boards, commissions and committees in all matters affecting the riverfront.

31.07    LIMITATION. The Riverfront Advisory Committee shall not incur or cause any expense for the City, unless specific authority to do so is first obtained by the Council.
