CHAPTER 30

YOUTH CENTER ADVISORY BOARD

30.01 Creation; Composition

30.01    CREATION; COMPOSITION. There is established a Youth Center Advisory Board consisting of six (6) members, one of which is the Recreation Supervisor, who serves as an ex officio member. Youth members shall be selected from an application process filed through the City Manager’s office. Appointment will be based on Youth Center membership and hours of commitment on activities sponsored by the Youth Center Advisory Board. Appointments will be made in June each calendar year. Youth members appointed shall be currently enrolled in high school or middle school and shall not be more than eighteen (18) years of age. Youth members shall be appointed by the Council to serve a one-year term with reappointment of one term. There shall also be appointed one adult member, who shall serve in an advisory capacity to the Board, with reappointment for one additional two-year term. The Council will also appoint one Council Member to serve in an ex officio capacity. Any member who misses any two (2) meetings in any term year, without an excused absence, may be asked to resign from the Board.

30.02    COMPENSATION. All members of the Youth Center Advisory Board shall serve as such without compensation. Approved expenses will be reimbursed through policies established by City Hall.

30.03    MEETINGS; OFFICERS. All members of the Youth Center Advisory Board shall meet quarterly or at the call of the Chairperson. The Board shall, from its membership, elect a Chairperson. The Chairperson will preside over the meetings and act as a central member of the Board. The Recreation Supervisor will act as the Secretary and will take and preserve the minutes and all records of the meetings of the Youth Center Advisory Board. The Chairperson shall be elected for a one-year term at the first meeting of the calendar year.

30.04    POWERS AND DUTIES. The Youth Center Advisory Board shall have and exercise the following powers and duties:

  1. To identify community and neighborhood youth needs, present and future, and recommend programs to the Council to meet those needs;

  2. To recommend youth operating policy for consideration by the Council;

  3. To promote understanding between the youth of the community and community leaders; 

  4. To encourage all youth in the City to participate in the activities and programs that will be sponsored by the Youth Center Advisory Board;

  5. To promote reasonable rules and regulations regarding the use of the youth facilities at the Youth Center and other activities sponsored by the Youth Center Advisory Board and recommend same to the Council

  6. To encourage business and service organizations to assist with funding of the youth facilities at the Youth Center and other activities sponsored by the Youth Center Advisory Board and to participate in the organization and maintenance of the youth facilities.
