CHAPTER 29

PARK ADVISORY COMMITTEE

29.01    CREATION; COMPOSITION. There is established a Park Advisory Committee consisting of nine (9) members, two of which are the Manager and the Director of Parks and Recreation, who serve as ex officio members. The other seven (7) members are residents of the City appointed by the Council for staggered three-year terms. Any member who misses three (3) consecutive meetings, without an excused absence, may be asked to resign from the Committee.

29.02    COMPENSATION. The members of the Park Advisory Committee serve as such without compensation.

29.03    MEETINGS; OFFICERS. The Advisory Committee shall meet once a month or at the call of the Chairperson. The Committee shall, from its membership, elect a Chairperson and a Secretary. The Chairperson will preside at its meetings and the Secretary will take and preserve the minutes and all records of the meetings. The Chairperson and Secretary shall be elected for one-year terms at the first meeting of the calendar year.

29.04    EXPENSES. The Secretary may be reimbursed for actual expenses incurred in keeping, duplicating and mailing of meeting minutes and correspondence upon the approval of the Chairperson and the Council.

29.05    POWERS AND DUTIES. The Park Advisory Committee shall have and exercise the following powers and duties:

  1. To identify community and neighborhood park needs, present and future, and recommend programs to the Council to meet these needs;

  2. To recommend park operating policy for consideration by the Council;

  3. To encourage the continuation of a “Family Tree Program,” and the replacement of species trees in the arboretum;

  4. To promulgate reasonable rules and regulations regarding use of the parks and to recommend the same to the Council;

  5. To encourage individuals, industry, business and professional groups, service clubs and citizen groups, church and youth organizations, and foundations to give funds, property, endowments, trusts, and volunteer manpower for the orderly development, maintenance and operation of the park facilities.

  6. The Committee shall not incur or cause any expense for the City unless prior specific authority is obtained from the Council.
