CHAPTER 23

WATERWORKS BOARD OF TRUSTEES

23.01    BOARD POWERS. The Waterworks Board of Trustees shall have such powers in relation to the Waterworks as are provided by Chapter 388 of the Code of Iowa.

23.02    APPOINTMENT. The Mayor shall appoint the members of the Waterworks Board of Trustees subject to the approval of the Council. No public officer or salaried employee of the City may serve on the utility board.

23.03    TERM. Each of the three (3) members of the Waterworks Board of Trustees shall serve a six-year term, with the terms staggered so that the term of one member shall expire every other year. Each member shall be a resident of the City.

23.04    VACANCIES. An appointment to fill a vacancy on the Waterworks Board of Trustees shall be made in the same manner as an original appointment except that such appointment shall be for the balance of the unexpired term.

23.05    COMPENSATION. The members of the Waterworks Board of Trustees shall serve without compensation unless otherwise authorized by resolution of the Council except for ordinary and necessary expenses allowed by law.

23.06    REPORT. The Waterworks Board of Trustees shall make to the Council a detailed annual report, including a complete financial statement.
