MAYOR AND MAYOR PRO TEM

15.01    MAYOR/MAYOR PRO TEM. At the first meeting following January 1 of each even-numbered year, the Council shall elect one of the Council Members to serve as Mayor, and one to serve as Mayor Pro Tem. The Mayor is a member of the Council and may vote on all matters before the Council.

15.02    POWERS AND DUTIES OF MAYOR. The Mayor is the chief executive officer of the City and presiding officer of the Council.

15.03    APPOINTMENTS. The Mayor shall appoint the following officials subject to Council approval:

  1. Library Board of Trustees

  2. Waterworks Board of Trustees

  3. Civil Service Commission

  4. Environmental Protection Board

  5. Riverfront Advisory Committee

  6. Cable Television Commission

  7. Human Rights Commission

  8. Board of Electrical Examiners

  9. Board of Plumbing Examiners

  10. Construction Board of Appeals

  11. Housing Appeals Board

  12. Zoning Board of Adjustment

15.04    MAYOR PRO TEM. The Mayor Pro Tem is vice president of the Council.

1. When the Mayor is absent or unable to act, the Mayor Pro Tem shall perform the Mayor’s duties, except that the Mayor Pro Tem may not appoint, employ or discharge officers or employees without the approval of the Council. Official actions of the Mayor Pro Tem when the Mayor is absent or unable to act are legal and binding to the same extent as if done by the Mayor. The Mayor Pro Tem retains all of the powers of a Council Member.

2. If the Mayor Pro Tem performs the duties of the Mayor during the Mayor’s absence or disability for a continuous period of fifteen (15) days or more, the Mayor Pro Tem may be paid for that period the compensation as determined by the Council, but not to exceed standard Mayor pay, based upon the Mayor Pro Tem’s performance of the Mayor’s duties and upon the compensation of the Mayor.
