CHAPTER 2CHARTER
2.01 PURPOSE. The purpose of this chapter is to provide for a charter embodying the Council-Manager-At Large form of government. 2.02 TITLE. This chapter may be cited as the charter of the City of Burlington, Iowa. 2.03 FORM OF GOVERNMENT. The form of government of the City is the Council-Manager-At-Large form of government as defined in Section 372.6 of the Code of Iowa. 2.04 POWERS AND DUTIES. The Council, Mayor, Manager and other City officers have such powers and shall perform such duties as are authorized or required by State law and by the ordinances, resolutions, rules and regulations of the City. 2.05 NUMBER AND TERM OF COUNCIL. The Council consists of five (5) Council Members elected at large for staggered four-year terms. (Code of Iowa, Sec. 376.2) 2.06 MAYOR. At the first meeting following January 1 of each even-numbered year, the Council shall elect one of the Council Members to serve as Mayor, and one to serve as Mayor Pro Tem. The Mayor is a member of the Council and may vote on all matters before the Council. 2.07 MANAGER. As soon as possible after January 1 of each even-numbered year, the Council shall appoint a Manager, which appointment shall be made on the basis of that individual’s qualifications and not on the basis of political affiliation. 2.08 COPIES ON FILE. The Clerk shall keep an official copy of this charter on file with the official records of the Clerk and the Secretary of State, and shall keep copies of the charter available at the Clerk’s office for public inspection.
